Farrell C. Shiver graduated from Jacksonville State University, Alabama in 1976 with a Bachelor of Science degree in law enforcement and from Troy State University, Alabama in 1983 with a Master of Science in criminal justice.
He served in the United States Army from 1977 until 1999 and was a Special Agent of the United States Army Criminal Investigation Command (CID) from 1981 until 1999. From 1989 to 1991, he trained as a forensic document examiner in the U.S. Army Criminal Investigation Laboratory (USACIL) at Fort Gillem, Georgia. He worked as a forensic document examiner at USACIL until his retirement from the U.S. Army. |
While at USACIL, he held positions as the Questioned Documents Division Chief and training officer. Mr. Shiver worked as a forensic document examiner in private practice in Woodstock, Georgia from 1999 until 2015. He is currently employed by a federal forensic laboratory in Atlanta.
Prior to his election as President of the ASQDE, Mr. Shiver served the Society as Vice President, Treasurer, and as a Director. He served as editor of the Society's website for many years. He was previously the Editor of the Journal of the American Society of Questioned Document Examiners and also served on various committees. Mr. Shiver is a Diplomate of the American Board of Forensic Document Examiners and currently serves on the board of directors of that organization. He is a member of the Southeastern Association of Forensic Document Examiners, the Questioned Document Section of the American Academy of Forensic Sciences, and the Forensic Sciences Committee of ASTM International. From 1997 to 1999, he chaired the Scientific Working Group for Forensic Document Examination's (SWGDOC) Subcommittee on Standard Operating Procedures and Terminology and served on SWGDOC's executive committee. Farrell Shiver is the author of a number of professional papers. He was one of a group of authors that revised Scientific Examination of Questioned Documents, 2nd Edition. In 2016, Mr. Shiver was the recipient of the Albert S. Osborn Award of Excellence in recognition of his contributions to the ASQDE and the profession of forensic document examination. |
